Mr. Darby currently serves as Chairman of the Pennsylvania Labor Relations Board. He previously served as a Member of the PLRB from 2005 until 2014. Prior to becoming a full-time arbitrator in 2005, he had over 20 years experience in the labor and employment field as an advocate representing both labor and management in the private and public sector. He served as an in-house counsel to an international labor union, headed a law firm's management side labor and employment law practice, practiced as a school solicitor and served as Chief Operating Officer and Chief Counsel for two state agencies. Mr. Darby is also a former NLRB attorney and worked as a legal intern for the NYC Office of Collective Bargaining and the American Arbitration Association. He is a guest lecturer at Widener University School of Law, a contributing editor for the Railway Labor Act (BNA Books 1995), and a frequent lecturer on Labor and Employment topics.
